Özet
The privatization attempts of State Economic Enterprises (SEEs) in developing as well as developed countries are not accompanied by any analysis on whether privatization will be able to show efficiency benefits. These attempts are based on an ex-ante assumption that the private enterprises maximize profits, where as SEEs are more oriented to achieve non-economic objectives which can be summarized as'* public interest." The case for privatization has rested on several interrelated considerations. Itisclaimedthatprivate ownership promotes productive or technical efficiency through the incentives and constraints provided by the market, whereas the incentives confronting the public sector are not compatible with the pursuit of efficiency in production^(Domberger and Piggott, 1986).
